The Universiti Malaya (UM) Institutional Biosafety and Biosecurity Committee (IBBC) is formed to comply with the Malaysia Laboratory Biosafety and Biosecurity Policy and Guideline, 2015. IBBC is responsible to oversee all activities involving the handling, manipulating, working, using, storing and disposing of infectious and potentially infectious agents/materials and biological toxins in all forms and sizes of laboratories and containment zones in UM. All activities involving infectious and potentially infectious agents/materials and biological toxins must be conducted in accordance to laboratory biosafety standards and best practices to ensure the safety of personnel, university community, protects the environment; and comply with the national and international policies, guidelines and regulations related to laboratory biosafety and biosecurity.

* Completed Notice of Intent (NOI) application should include:
1. Notice of Intent (NOI) Form (UM/IBBC/FORM B)
2. Biological Risk Assessment Form (UM/IBBC/ANNEX 1)
3. Laboratory Self-Inspection Form Biosafety Level 1/2/3 Checklist (UM/IBBC/ANNEX 2/3/4)
4. Personnel Biosecurity Registration Form (UM/IBBC/ANNEX 5)
5. Submission Checklist
Submission of documents upon request
6. Records of personnel training related to biosafety (refer to clause 6.1.4)
7. Standard Operating
Procedures (SOPs) shall include all items listed below (where relevant and applicable):
All SOPs must specifically address these Biosafety and Biosecurity issues:-
– Procurement detail of infectious and potentially infectious agents/materials and biological toxins.
– Storing and inventory procedure of infectious and potentially infectious agents/materials and biological toxins.
– Handling and manipulating [including proper use of Personal Protective Equipment (PPE)] of infectious and potentially infectious agents/materials and biological toxins.
– Transportation and shipment of infectious and potentially infectious agents/materials and biological toxins.
– Decontamination, spill management and waste management of infectious materials.
– Emergency Response Plan (ERP) relevant to the infectious and potentially infectious agents/materials and biological toxins.
8. Records of maintenance and certification/calibration of relevant equipment and devices such as:
i. Autoclave
